These five guides distinguish county-confirmed methods from statewide rules. Where a delivery address or electronic method has not been verified, the guide says so. For another county, start with the Indiana Election Division's county election agencies directory.
Confirm the office and the deadline
For local-office and school-board candidates, IC 3-9-5-4 requires filing with the county election board of each county comprising part of the affected election district. A district crossing county lines can mean more than one county filing. Statewide and state legislative candidates file with the Indiana Election Division instead.
IC 3-9-5-7 permits hand delivery and mail, with conditions for electronic methods. Arrange receipt by the deadline, generally noon local prevailing time. Mailing on the due date is not enough, and office closing time does not extend a noon deadline.
See the filing calendar and late-report penalties before submitting.
Prepare the form, then submit it
Use the free CFA-1 tool to prepare a statement of organization or the free CFA-4 tool for receipts and expenditures. Neither tool submits the downloaded PDF to the government.
For school boards, lower-paid offices, and officeholders affected by the 2025 law change, start with who must file after HEA 1679.
Frequently asked questions
Where do Indiana local candidates file campaign finance reports?
Local-office and school-board candidates file with the county election board of each county comprising part of the affected election district, generally through the Clerk of the Circuit Court's election office. Statewide and state legislative candidates file with the Indiana Election Division instead.
Can I email a CFA-4 to any county clerk?
Do not assume so. Indiana law permits hand delivery and mail, but electronic methods depend on the receiving office. Email must meet statutory receiving requirements, fax requires an approved policy, and an online report-search page is not proof of an electronic submission option.
